Public Consultation No. 2 – Preferred Route

Introduction

Mayo County Council in conjunction with Transport Infrastructure Ireland (TII) is developing an Active Travel Facility between the Pollavaddy Junction on the N60 and Balla town. The public consultation is named - Preferred Route for the N60 Pollavaddy to Balla – Active Travel Project.

Mayo County Council invites residents of the local area, members of the public and other interested parties to participate in the Public Consultation.

A public information event was held on Tuesday 23rd  April 2024 in Balla Community Resource Centre, The Square, Balla from 2pm to 7.30pm. If you were not able to attend the event, all the information displayed on the day is available on this portal for your convenience.

Your participation in this consultation is important and we would value any feedback which you think should be reviewed by the Project Team to help inform the development of the project.

What is Active Travel?

Active Travel is defined as ‘travelling with a purpose using your own energy’. Walking, cycling, wheeling and using a non-motorised scooter to make journeys to work, school or the shops, for example, are all considered forms of Active Travel.

Project Objectives

The project aims to:

  1. To provide a dedicated Active Travel route from the western end point of the proposed N60 Heathlawn Road Realignment Cycleway/Walkway in the Townland of Pollavaddy, to the junction of Main Street and the Mayo Abbey Road in Balla.
  2. To provide an Active Travel facility that caters for commuting and school trips as well as for recreational and tourism use.
  3. To improve safety for all users of this route with particular emphasis on vulnerable road users.
  4. To provide a facility which is well designed and comfortable while also being consistent, attractive & interesting while also being integrated in the surrounding environment.
  5. To be part of a 24km long linear Active Travel route from Castlebar to Claremorris of which this scheme forms 1 of 6 sections.

Study Area / Constraints / Route Options

During the first two stages of the project development, the project team defined a study area and identified Engineering & Environmental constraints within this area. Two route options were developed, Option A - Online and Option B – a mixture of Offline and Online. A Public Consultation was held in March 2023 to seek feedback on the proposed route options.

 Refined Route Options 

Following a review of the extensive public feedback and site-specific constraints, environmental studies and comparative assessment of the two route options was undertaken.

Additionally, two separate speed limit reduction applications were submitted to Transport Infrastructure Ireland (TII) which were subsequently refused.

In response to the speed limit relocation refusal, Active Travel paths were proposed on both sides of the N60 from the Rathduff junction into Balla. The cross sections of the proposed facility were established based on current design standards and existing speed limit zones.

Options A & B were assessed using a Multi Criteria Analysis (MCA) under the following categories: - 

Option A (Online) performed better than Option B (Offline) and has been selected as the Preferred Route.
