NOTICE – SECTION 38 OF THE ROAD TRAFFIC ACT 1994

Safe Routes to School Project at

Carn National School, Moygownagh, Ballina, Co. Mayo

Pursuant to the provisions of Section 38 of the Roads Traffic Act 1994, Mayo County Council hereby gives notice of its intention to implement traffic calming measures at the following locations: -

  • R315 – Pontoon-Crossmolina-Ballycastle Road
  • L5165 – Kileemashaska Road

The proposed traffic calming measures include pedestrian crossings, junction tightening, signage and road markings with all associated works.

Scheme Objectives

The Safe Routes to School (SRTS) Programme aims to make walking, cycling, and scooting to school safer and more accessible, helping to reduce car dependency, improve road safety, and support healthier, more active lifestyles. 
The proposed scheme aims to enhance safety and accessibility for pupils and parents by improving the front of school area, providing safe pedestrian and cyclist crossings, and supporting the use of a nearby Park and Stride location.

Carn National School is located off the R315 on a one-way slip road currently used for school drop-off and collection.

The primary objectives of the scheme are to:

  • Improve safety for the pupils, cyclists, pedestrians and other vulnerable road users
  • Encourage walking, cycling, and scooting to school
  • Reduce traffic congestion during drop-off and collection times
  • Enhance the overall school environment through landscaping and design improvements

How to make a submission

Written observations or submissions in respect of the proposed works may be made and received during the prescribed period from:-

Tuesday, 11th November 2025 to Tuesday, 9th December 2025 (no later than 4:30pm)

 All valid submissions and/or observations will be taken into consideration before the Section 38 process is finalised by Mayo County Council.

Submissions/Observations must be received between Tuesday, 11th November 2025 to Tuesday, 9th December 2025 (up until 4:30pm).

Submissions/observations to be made by one medium only and should include:

  • Full Name & Address of person making submission/observation a map (if required for identification purposes)
  • Details of organisation/community group/company which you represent where relevant.

Submissions/Observations may be made using this website or by post. Emailed submissions will not be accepted

Children or groups or associations representing the interests of children, are entitled, and encouraged to make submissions or observations on the Section 38 Notice.

All observations or submissions received before the closing date will be taken into consideration before finalising the Section 38 process.

The Roads Authority reserves the right to redact any submission or part thereof that does not comply with this requirement.
