Westport Active Travel Scheme: Non-Statutory Public Consultation

Scheme Introduction & Objectives

Active Travel schemes aim to promote the use of sustainable modes of travel (walking, cycling, wheeling, public transport etc.) in an effort to improve safety for vulnerable road users, contribute towards reducing carbon emissions and promoting healthier lifestyles.

In its current guise, the N59 at the scheme location severs the towns’ footpath & cycle network. The scheme’s primary objectives are to improve safety for all road users, particularly vulnerable road users (principally those wishing to cross the N59 and its side roads), improve accessibility for all and calm traffic speeds. Achieving those aims in turn makes the option of walking/cycling for trips within the town more attractive.

Public Consultation & How to Engage

Mayo County Council (MCC) are currently seeking feedback on the scheme’s preliminary design. Details of the design can be view via Consult and in hard copy at both the Westport Belmullet Municipal District Office & Westport Public Library. Feedback can be submitted on Consult or by post to the address below or at the Westport Belmullet Municipal District Office & Westport Public Library.

The deadline for submissions is the 18th December 2024 at 5pm.

Please send your submission/observation through one medium only, either in writing, or electronically through the consultation portal.

 In respect of making a submission or observation please note the following:

Children or groups or associations representing the interests of children are entitled and encouraged to make submissions or observations on the scheme. 

Submissions/observations should include your name and address, a map (if required for identification purposes) and, where relevant, details of any organisation, community group or company etc., which you represent.

You should ensure that no vexatious, libelous, or confidential information, including confidential information relating to a third party (in respect of which the third party has not, expressly, or impliedly in the circumstances, consented to its disclosure) is included in your submission. The Roads Authority reserves the right to redact any submission or part thereof that does not comply with this requirement.

To assist us in complying with Data Protection and GDPR please include your name and contact details (and where relevant, details of any organisation, community group or company etc., which you represent), on a separate sheet to the content of your submission/observation. Scheme Features

Scheme features include pedestrian crossings, junction tightening, new & upgraded walking/cycling facilities, landscaping, public transport improvements and sustainable urban drainage.

Funding & Oversight Authorities

The scheme is funded through the National Transport Authority’s (NTA) Sustainable Transport Measures Grant and is subject to their Project Approval Guidelines and oversight. The scheme is currently at Phase 3 (Preliminary Design) of the Project Approval Guidelines. The NTA have given sanction for the scheme to progress up to the end of Phase 4 (Statutory Processes) of its Project Approval Guidelines. To progress the scheme to Phase 5 (Detailed Design) and Phase 6 (Construction & Implementation), further NTA sanction will be required.

As the scheme is along the N59, Transport Infrastructure Ireland also have oversight of the scheme design.

Mayo County Council are tasked with the delivery of the scheme in collaboration with Aecom Ireland Ltd who are providing technical consultancy services for the scheme.

Relevant Policies / Plans

The scheme aligns with both MCC’s draft Westport Local Transport Plan and An Táisce’s Safe Routes to School Outline Delivery Plan for Holy Trinity National School.

What's next?

Consideration of the public feedback towards the completion of the preliminary design and progression of the scheme to Phase 4 (Statutory Processes) of the Project Approval Guidelines. There will be a further opportunity for public feedback as part of Phase 4.
