Zoning needs to be changed from ‘C1 - Commercial (Town Centre)’ to ‘R1 - Residential (Medium Density)’
The Plan must outline a commitment to a maximum number of discount shops etc and commit to attracting high street retailers to the town. An incentives package and/or Grant be made available to property owners to address the condition of vacant retail premises.
We would like to see support in the Plan for Ballina Ireland’s Greenest Town and the Behy Eden Project. The Town Plan must state an intention to develop a grass maintenance plan within two years and outline the agencies and actors required to achieve this goal. Support for training in the area of biodiversity, landscape management, ecological awareness etc must be prioritised. The Plan must inform the importance of both types of land zoning and make a clear statement on the need to achieve this balance. Careful selection of industry types and development works must be assured and a focus on attracting green industries should be prioritised in line with Ballina, Irelands Greenest Town plans.
The support of Mayo County Council for Community initiatives to enhance existing amenities would be welcomed in the new Plan. The Plan must outline the intentions to develop and enhance the offering that is Belleek Woods and commit to working with Coillte and other agencies to deliver on this. The Ballina and Environs Plan must provide clear direction on the protection of existing green infrastructure.
A commitment to addressing the electricity supply shortcomings is critical to increasing Ballinas attractiveness to industrial and economic development opportunities. Results of water quality testing carried out by the Sewage treatment plant and local industry should be published regularly to increase confidence in water quality. The Plan should aim to address water quality by designating ‘no-development’ zones or ‘green-industry’ developments along the banks of the Moy and the estuary.
The dangers for pedestrians at the round-a-bout near the Lidl entrance as well as the parking of cars on the Bohernasup Rd must be addressed with a clear commitment to this action in the Plan. Improvements in lighting on our footpaths for evening and night-time is vital to ensure safety of the older person in Ballina and its’ surrounds and to reduce risk to physically impaired people in the area. Additional electric charging points to be planned and installed.
A commitment to the support of current tourism-related promotion and development activities. Assist in the provision of a dedicated Tourism Development Officer for the region A commitment to address the lack of connectivity to the region especially from KNock Airport A commitment to supporting the Ballina; Irelands Greenest Town initiative with resources and finance.
We strongly recommend that the Plan states a clear and unambiguous commitment to developing an incentives package for the redevelopment and upgrading of vacant premises within the town center in particular. We strongly recommend that the Plan specifies a commitment to addressing dereliction and vacancy through targeted measures to bring about the changes required. We strongly recommend that the provisions of the Derelict Sites Act 1990 be invoked where property owners fail to engage with incentives or grants made available.
Incentives and grants are offered to owners of older properties in Ballina Town to bring properties up to modern standards. Failure to act on these - the Co Co must invoke its powers regarding derelict sites.
Collate a list of all protected structures AND artefacts that should be protected and ensure it is readily available to the public. We request that redevelopment of older buildings is not stifled by costly and insurmountable planning requirements in relation to protected structures.
A commitment to promoting the competitive advantages of Ballina especially its broadband capacity. A commitment to completing the development of the Military Barracks project Creation of a task force to address industry shortages and to act as a conduit for potential investment. A commitment to work with the IDA to develop the Industrial Site on the Sligo Rd and source new indusrty for the site. A clear commitment to regular open communication between Mayo County Council and all local stakeholders to ensure a collaborative approach to all development plans, economic developments, tourism initiatives etc for efficiencies of scale and scope.
