I am making an observation today on a matter that will permanently alter the landscape, economy, and community fabric of County Mayo. I have had the opportunity to dissect the Proposed Draft Variation No. 2 of the Mayo County Development Plan, which contains our county's new Draft Renewable Energy Strategy.

Let me be perfectly clear from the outset: this is not an observation against progress, nor is it an argument against the global transition to green energy. We acknowledge our climate obligations. But true sustainability must be socially just, transparent, and grounded in the realities of the local communities forced to live alongside this infrastructure. The draft plan before us fails on all three fronts. It contains profound structural disadvantages that favor rapid development over the protection of Mayo’s people and natural heritage.

The first and most glaring disadvantage of this draft framework is that it relies on completely outdated parameters regarding wind turbine proximity to residential homes. As local representatives have rightfully pointed out, the technology has rapidly evolved, but our zoning laws have not. The wind turbines being proposed today are gargantuan compared to those engineered a decade ago, with some reaching heights of 160 meters or more. Yet, this draft strategy does not mandate the necessary expansion of setback distances. By failing to establish strict, modern distance buffers, this plan exposes rural families to the cumulative, long-term health and lifestyle disruptions of noise, infrasound, and shadow flicker right on their doorsteps. No family should feel blindsided or crowded out on their own land.

Secondly, this draft plan poses an active threat to Mayo’s thriving tourism and cultural heritage sector—the bedrock of our local economy. Our landscape is not blank space waiting to be industrialised. It is an asset. The proposed strategy leaves the door open for large-scale wind developments near iconic locations like the Céide Fields, Downpatrick Head, and the Wild Atlantic Way. Councillors have already had to vote unanimously against specific developments in these regions because of the catastrophic visual impact they would have. If we adopt a draft plan that lacks rigid exclusionary zones for these scenic areas, we risk decimating the very landscape that draws thousands of visitors to our county every year, trading long-term heritage for short-term corporate gains.

In relation to windfarms - by reference to the Draft Renewable Energy Strategy for County Mayo (April 2026 and the original 2011–2020 Renewable Energy Strategy document, can Mauo Co. Council please outline specifically where individual or community health issues are addressed in the draft document or separately perhaps in the original document, concerning noise and the proximity of turbines to residential housing, schools, etc.

Here is a precise, evidence-based comparison of how health-related issues (noise, proximity, residential amenity) are treated in:

the Draft Renewable Energy Strategy 2026, and
the original 2011–2020 Strategy

with direct references to the documents.

1. Draft 2026 Strategy — where (and how) health issues are addressed

(A) Noise and health — addressed indirectly, not as a standalone health policy

The draft strategy does NOT contain a dedicated “human health” section dealing with turbine noise, sleep disturbance, etc.

Instead, health is treated indirectly under environmental and planning constraints, particularly:

1. Noise discussion (technical, not health-focused)

The accompanying environmental material states:
- turbine noise depends on distance and wind speed
- noise is typically not problematic beyond ~350–400m from turbines
- national guidance applies limits of:
  - 45 dB(A) daytime

Human health is also not treated as an independent planning criterion for solar farms, hydrogen facilities, battery storage, peaker plants, biomass and biogas facilities which all have similiar concerns and have separate issues.

Furthermore, we must address the sheer impracticality of the plan regarding our existing infrastructure. This strategy pushes for massive onshore generation capacity targets without a concrete, synchronized plan to solve our severe grid capacity constraints. Pumping more electricity into an inadequate regional grid is an exercise in futility. Without heavily detailed provisions for storage, local community micro-grids, or direct integration with green hydrogen networks to assist our transport sectors, this draft plan simply fast-tracks massive concrete installations while doing very little to directly benefit the local ratepayer.

We cannot ignore the deep deficit in community consultation and clear environmental safeguards. The documentation presented to the public is remarkably vague, making it exceptionally difficult for ordinary citizens to meaningfully assess how these developments will impact local biodiversity, bird migration corridors, and ecologically sensitive blanket bogs. To make matters worse, the plan hints at a partnering approach between massive energy developers and local authorities. This creates a blatant conflict of interest. The local authority is supposed to act as the independent regulator policing these compliance frameworks to protect the public. By blurring those lines, we erode public trust.

To our elected councillors - a good planning strategy must act as a protective map for its people. This draft is not a map; it is a blank cheque for developers. It rushes onshore targets while failing to advocate for safer, less obtrusive alternatives like offshore wind generation.

We stand at a critical turning point for our county. As Mayo County Council moves through the public consultation for Draft Variation No. 2 of our County Development Plan—which outlines our new Renewable Energy Strategy—it is time to speak clearly about what the Council owes to us, the people of Mayo.

Our county has a proud history of energy innovation, from pioneering Ireland’s first commercial wind farm at Bellacorick in 1992. But as we update our strategy to meet European and national climate policies, the Council's role is not just to wave through green projects. Our fundamental responsibility is to act as a shield and a guide for our community.

Mayo County Council has four binding responsibilities to us Mayo residentsunder this renewable draft:

1. Robust and Fair Spatial Planning

The Council is the primary guardian of our landscapes. Under this draft strategy, it is our duty to provide explicit, unmistakable guidance on exactly where renewable energy infrastructures can and cannot be built. We are responsible for establishing strict zoning rules for onshore wind, solar, and micro-generation. We must ensure that infrastructure is not imposed on unsuitable residential areas, and that layout, design, and height standards are aggressively enforced to protect our local amenities.

2. Protecting Our Natural and Cultural Heritage

Our environment is our wealth. The draft explicitly mandates that the Council balances energy generation with the absolute protection of Mayo’s unique ecology. It is our strict responsibility to safeguard our biodiversity, our water quality, our peatlands, and the scenic landscapes that define us. Green energy cannot come at the expense of local environmental destruction. Every project must stand up to rigorous Strategic Environmental Assessments.

3. Facilitating Community Wealth and Ownership

True sustainability must benefit the people living next to the infrastructure. The Council is responsible for driving community-backed energy initiatives. We must support local community-owned renewable energy projects and micro-generation.

4. Absolute Transparency and Democratic Accountability

Finally, the Council owes us an open door. Their statutory duty is to listen to the community. Every submission sent to the Mayo County Council Consultation Portal must be thoroughly assessed, compiled transparently into the Chief Executive’s Report, and delivered to our elected members and the Office of the Planning Regulator. Our voices are a legal weight in this process.

Transitioning to a low-carbon economy is an obligation, but how we do it is our choice. Mayo County Council’s duty is to ensure this transition is fair, safe, and mutually beneficial. We will not allow our communities to be bypassed. Together, through active civic participation, we will shape a renewable strategy that protects the Mayo we love while building the secure future we need.

I urge Mayo County Council to reject this draft variation in its current form. Send it back to the drawing board. Demand modern residential setback limits, enforce airtight visual buffers around our heritage sites, and mandate clear separation between developers and our planning regulators. Let us build a renewable future for Mayo, but let us do it right—by putting our communities first.
